I'm starting to drive a lot in Seoul. However, I haven't figured out the toll systems. It seems they're randomly open or closed.
For example, 3 days a week I drive from Itaewon to Sinchon through Namsan Tunnel 3, and it varies whether I have to pay a toll or not (same nights, same times). Also, I never receive a letter for payment based on my license plate. Is there a reason for this? |

A colleague gave me a ride home via tunnel 3 about a year ago. As we approached the tollbooth he said "it's kind of an honor system". I can't be sure (I had the toll fee ready and made sure we paid it) but he seemed to mean that if you just blast through (definitely possible in the right hand lane and maybe the others too) they don't go to the bother of checking if you're exempt or not.
As a motorcyclist I go free in the right hand lane, and there are plenty of regular cars that seem to do the same. Given that there are exemptions beyond vehicle type (e.g. any car with 3 or more passengers), you can see why its going to be hard to check up on every driver who glides through.
However, I don't know why they wouldn't at least attempt to take your money during the hours of operation if you want to cough it up. |
