No government birth certificates in Korea...only Korea?

Is South Korea the only country in the world which doesn't issue government birth certificates? I'm trying to convince my US embassy (not in Korea) that this is so. They keep insisting that it is an international standard.
How can the Korean government be the only government in the world who doesn't issue birth certificates?

Ever heard of google? The reason they don't have birth certificates is because they have a national family registry. If you need a birth certificate, document proving birth, you can request it from the hospital.

For Korea, the "birth certificate" can be provided in one of two ways:

1) 호적등본 ("certified copy of one's family register")

or

2) 기본증명 + 가족관계 증명 (basic certificate + family relations certificate)

In the United States, when preparing immigration cases for Korean nationals, this is how the "birth certificates" are provided to the USCIS. Not sure what the problem is with the embassy you're going to.

One of the parents must be Korean to get a family relations document.
