When is the hiring period for univ jobs that start in Sept/Aug? A lot of the jobs that I'm seeing now say "Hiring for March".

The University jobs for September (a lot fewer than for March) start advertising in the late spring (May-June). Some will be posted earlier, some later depending on the institution's policy, how well organized they are and so on.
Note that most Universities prefer (read: only) to hire locally and request an in-person interview. If you apply from abroad you will be at a pretty severe disadvantage. It is not impossible to land a University job from abroad but often applying from abroad sends your application straight to the rejection pile.

You will miss the better ones if you wait until late spring. Start checking in April (if not sooner) OFF of Dave's. |

The OFF Dave's comment is bang on.
As for checking earlier, it cannot hurt but the mass of adds comes out later. |
