Other than KEB, anyone know of any other banks that offer debit cards which can be used outside S. Korea?

Outside of KEB, it's a hit and miss, but mostly misses. I wouldn't take any chances while out in a foreign country and not having access to cash.

They all do, there is no law that stops foreigners from getting debit cards. The banks and FSS have made up a xenophobic procedure that you must specify one bank as your international transaction bank, which in theory means only one banks international debit card.

I gave up fighting the nonsense and just use international credit cards from multiple banks now.

If that isn't an option, keep trying.

However as the previous poster said always have cash backup.

Shinhan bank gave me a card with the mastercard logo on it. Last year I used it at ATMs in 3 foreign countries without any problems.

The KEB 'global' debit card is infuriating. The first time I used it was in the UK. No problem. The following year I used it in the States. No problem. So I naturally assumed that it would work consistently. Big mistake. Following year I went to the States with virtually no cash on me because I had my KEB card. It wouldn't work anywhere. I was humiliated and needed to borrow money from family. Last year I also travelled to the Middle East. I went into the KEB branch and asked them if my card would work in the countries I was visiting. "Yes, one hundred percent. So long as the ATM machine has the 'Plus' sign." Bullshit. It wouldn't work anywhere. I was really, really annoyed with KEB. Like everything else in Korea there is no consistency with the card. It's hit and miss.

Have the card as a backup but don't rely on it. You are a foreigner and Korean institutions feel no need to give you consistent service or even be truthful about their product.

It cannot be relied upon.

Open a Citibank Korea account and have a Visa cheque card you can use anywhere.

My Standard Chartered Jeil ATM card works fine on ATMs in at least 5 countries in Asia and in Germany. My SC/J VISA card on the other hand only works "often" for regular Pay Points, and never in an ATM. Go figure.

Like the others said, it could work once and not again or you could be refused service outright. Either way, just wire the money to your home account and use that card instead.

Even if the card says, Global, the bank has to make a few keystrokes to make it intl. And maybe they did, maybe they didn't. So I wouldn't trust it at all.

On the flip side, KEB made my normal debit card (not marked global) work intl'ly with a few key presses. But next trip, maybe it won't work.

My point is the wording on the card doesn't mean anything.

i guess you haven't figured out that this applies to all "plus" network debit cards anywhere, not just keb or in korea.

if you don't get a debit card that can be used on a major cc network (noted by the visa, mastercard, discover logos on the card) then you've done yourself a major disservice.

if you don't own a credit card to raise your credit or at least for use in emergency situations like the one you were in, then you've done yourself a double disservice.

why anyone would use a plus, star, or cirrus card these days is beyond me.

I've used my Woori Bank global debit card in Thailand, the US and Vietnam in the past year as an ATM card no problem but it doesn't work as an debit card. Likewise I can't seem to get my US check card to work as a debit card here. My bank in the states tells me its on the Korean end which I believe since I've used it as a debit card in other countries.

So typical of the banking system here, between the active-X bs, having to use IE and this you wonder how such a technologically advanced country can be so chickensh*t on their banking system

Don't blame the banks for IE. It's a dumb K-government requirement to use Active X -- thinking it's more secure.... lol

I've noticed that my K debit card runs into problems abroad depending on the hour of day in Korea.

Does anyone know if the ATMs closing at midnight is another government mandate or is it just the banks being lame?
