Yes. It is an agreement between 2 countries to allow citizens to enter without having a visa prior to arrival.
In most cases, you simply meet the requirements for visa waived entry (usually a passport with more than 6 months validity and onward/return passage).
The EXCEPTION would be the visa waiver program for entry to the US where you (unless you are Canadian) still need prior approval (ESTA) to enter the States even if you are from a "visa waived" country. Canada is not a party to or included in the US visa waiver program. They are visa exempt by bilateral/reciprocal treaty.
