Ha,ha. The foreign tests were too hard.
Here's a funny one from my elementary school, grade 4 (I think she was):
Student: (speaking Korean) Teacher, teacher. English test 100.
Me: (speaking Korean) In English?
Student: (speaking Korean) I don't know. |

Well, this could double up as being a driving test too. Pass this test and you can work for some company abroad and drive their company car.

B Don't drive too close to other cars
C Never cross a street with cars too close to the crossing

I always thought it was a yellow light, not orange. |

NEAT was not developed to replace English Proficiency tests like TOEFL, TOEIC etc...
The plan is/was to use NEAT as a replacement for the English portion of the KSAT.
Its a poor test. |

I'm not responsible. But having been involved with such matters over the years, I can tell you with certainty that the editors involved 1) have very little involvement in the production of these materials in the overall process; and 2) often see their advice freely get ignored, especially if they do not know how to spoon-feed it to their coworkers/superiors.
I would bet money that the orange-to-red incident was someone who had busted open The Ancient Tome of English Grammar Rules, written way back in 1657 or something, which declared that particular grammar structure to have a very exact, unmitigated meaning.
Bonus points if said person had a little heart-to-heart session with the editor to correct this grievous misunderstanding of the English language by a native speaker who obviously is unfamiliar with the intricacies of the language's grammar.

Yes, it's a piss-poor test, but think again about what's intended.
The intention is to show that Korea can manage the English-testing business as well as anyone else, and doesn't need ETS or any other . . . cough . . . foreign enterprise involved.
The NEAT will TOTALLY replace all other English-proficiency tests in SK if the govt. has its way--trust me on this.
But it's a badly, badly conceived and executed thing, an abortion. Most native speakers of English would have trouble passing--I promise you--if only because there are far too many questions posed in far too short a length of time.
I've tried explaining to one or two people involved that there are millions and millions of very stupid people out there who are thoroughly proficient in English. Don't make it an IQ test; make it an English test.
My words are falling on deaf ears.
Additionally, the English being tested for is "textbook" to an absurd degree, but Koreanized.
Let's just call it the National KONGLISH Ability Test. |
