I'm finishing up with SMOE this fall,
and I've sent almost all my belongings via ship
I was told I needed to write a customs form (b4)
to get $800 tax exemption.
I'm going home in September
but coming in to take care of some matters
and going back for good in October.
When should I provide the tax exeption form to the customs,
in September or in October??

If you've been living abroad for a year then AFAIK you can bring back about $10,000 worth of goods. Basically you can move your stuff back to Canada.

Working legally in Korea means you have Korean residency which IIRC is important. bring that card. There was another thread about this recently and good info was given. You should do a Google search or flip back a page or two in this forum.

There is paper work and procedures you should follow. Don;t lose any receipts you get for shipping.

The B-4 is for importing goods into Canada.

If you're talking about duty free I don't recall that I had a bigger exemption and the laws may have changed.

The B4 form is for your repatriation exemption ($10,000).
file that at your convenience for goods to follow you later.

You get the $800 with no paperwork and you get it just for being out of the country for more than a week. You can claim that one in Sept and again in Oct (you can get than one many times per year - limit is about 45 times per year (once per 7-day-or-longer-trip ).
