what happens if a sponsor (director) doesn't go to immigration to release an employee from the E-2 (ie cancel the E-2)?.

They have 14 days to notify the immigration. If they don't comply, they pay fine.

They have to notify immigration of your termination of employment (within 14 days of the termination) but that does NOT give a "release" to enable you to take another job.

Failing to do so may get them a fine.
