Hi,
I've been trying to return to Korea for a while now, and I've been having massive issues with my background check, including having the last one fail some sort of test done by Korean Immigration and losing the job I had gotten because KI suggested to the school in question that the check might be forged. (It wasn't of course, but that's been such a huge issue the school panicked.)
The check was on bluish paper that when you copy it, you get "Unauthorized copy" all over it. I've just gotten my new check and it's on the same paper, even though I specifically said on the form it was for overseas employment and I needed a check with a seal and signed by a department head.
HOWEVER, looking at the blog The Waygook Effect, the paper should be white and physically embossed and signed by an actual worker, not just with a seal and signature printed on it with a computer.
IS this the correct paper? Or do I need to call the FBI and have them send the correct version of the check before I send it for Apostille?
(Note: I did send it for State Apostille instead of Federal which was my stupid mistake, but from what was said, it sounded like they tested the check itself, not the Apostille)
(Note: This is an FBI check I'm talking about. I'm American.) |

Everything sounds okay to me. My check was on bluish paper too.

So will the State Department accept the bluish paper for Apostille without notarization? |

The US State Department in DC will accept it. The printed seal and signature is enough. It's best to let an apostille service like www.usauthentication.com handle it for you or it could take a long time. |
