My boyfriend wants to follow me to Dongtan, but already signed a contract for Jeju- but only through email. He hasn't sent his passport, or any "hard" copies of his contract.

SO BASICALLY he wants to peace out on this first job (it honestly sounds kind of sketch anyway...) and move to Dongtan with me, and share my apartment. Can he do this? He basically signed a pdf with MS paint, and emailed it back. Is this binding? He was about to sign the second contract and send it in, but I didn't want him to be blacklisted from Korea- and if he did that, it could make me look bad too (the new job for him would be at my school).

Can someone actually get away with this without there being consequences for either him or me?

No documents means non-binding and there are no consequences.

He can stay with you, find a job close by then do a visa run to get his E2.
