What country is this? If its a Muslim country, their right to freedom of religion trumps your right to peace and quiet. If there is ever a case where the phrase "If you don't like it, go back home" applies, this is it.

If it's in a predominantly Christian country, then you have my sympathies and that's what noise ordinances are for.
