If motels are mainly aimed towards young couples who just want somewhere for a quick shag, as opposed to people travelling, why are so many motel areas clustered around bus and train stations?

Motels are not mainly aimed towards young couples. They are aimed at anyone who wants to use a cheap motel they can rent by the hour. But in answer to your question the motels are near stations because students are less likely to own their own transport. They also have parking which hides the license plate of cars to avoid cheating spouses being spotted.

That makes sense. My thought was that train stations are generally in seedier parts of town, which is where love motels would probably congregate anyway.

I'm puzzled that the hotels are so taboo for Koreans. They seem perfectly fine for a cheap stay if you've missed the last train, or if you have an early morning flight and need to be near the station. Some people probably do use them for that reason as well.

That's a weird thought. Train Stations are usually drivers for employment and development.

New motels are not allowed to be built near schools, and it is like within 1 km of one (not sure exactly but it quite far actually). As there are so many schools it is hard to get an area which will meet the rules. But usually there aren't schools near bus and train stations either.

I think also apartment owners don't want any motels near them, so maybe there's pressure there too.
