I have an F4 and got my FBI background check completed successfully a couple years ago, however I did not get it apostilled at the time and have never worked as an English teacher before. I'm in Korea now and want to work as an English teacher asap instead of having to wait 10 weeks or so for the CBC to finish
I haven't ordered my criminal background check yet. However, I was just contacted by a recruiter who said that I can teach at a hagwon before my CBC is completed. Then, I can give them the apostilled copy once it is completed. Does this recruiter sound legit? Or are they trying to get me to work illegally?
I heard getting a channeler is also an option from a recruiter, but I've heard mixed things about that as well. I read some blogs online saying that going through a channeler is not valid because the CRC cannot get apostilled by using a channeler. However, I've also heard that although they didn't use to accept them, they changed the rule recently so now they do. Is this true? |

CBC is necessary for the work visa. So yes, your recruiter is asking you to work illegally. |

Another recruiter just told me that the Board of Education requests the CBC, regardless of visa type, but at present they are not too strict about this, and therefore the recruiter would accept a photocopy, but at some point in the future, they the real CBC needs to be sent to the Board of Education |

There is another thread about honest recruiters.
One person has a list of all the honest recruiters. The list is empty.
Another person states that even honest recruiters will lie a little.
You get the drift?

Youre an F4. It means you have all the rights of a Korean citizen except for the right to vote. |

I'm an F4 as well and I just had to get a new CBC for my new job. I began teaching even though the results aren't in yet - a family member is going to take care of the apostile and send it to me in Korea once it's completed. My school is aware of this, but as far as the legality, I have no clue. I'm sure there are other schools out there willing to do this as well, but you still have to get an updated CBC regardless. |

The CBC is a MOE requirement. It has nothing to do with the F4 visa (unlike the statement made by DosEquisXX).
It is required by ALL teachers regardless of nationality or status in the country (registered foreigner or citizen) unlike the inference by Jongno2bucheon who suggests that Koreans are treated differently under the law.
You need one to work and you are supposed to be registered with the MOE within 2 weeks of starting work (although hagwons are often much slower in getting the paperwork done).
IF you are caught teaching in a hagwon without being registered by the hagwon with the MOE the EMPLOYER is subject to a fine.
The worst that will happen to you is getting fired (it is the employer breaking the law, not you - registration of teachers at the MOE is an employer requirement not an employee requirement).
I can't tell you if they will accept a CBC done through a "channeler" nor can I confirm or deny the ability of getting an apostille through a "channeler."
