Unregistered car question

My question is this. A person said they were interested in buying my car (which is totally legal, registered and insured), but they mentioned they do not want to register it. I'm leaving the country in about a week, not to return until after travelling for about a year. My question is this. If that person gets traffic tickets or has an accident or something when the car is in his possession, will there be any repercussions for me? I won't be in the country until probably May/June 2015 and my arc and visa will be cancelled, I assume. Thank you for any insight!

De-register the car.

If it is not then it remains registered in your name (even if you sell it) and YOU bear responsibility for it (even in your absence and even though you have no control over it).

De-registering it also means that it will have NO plate. (you have to turn the plate in).

Yes, it is your responsibility as the owner to ensure that he gets the paper changed over into his name.

He will not be able to register it without first having insurance and doc's to prove it + his license and a small fee to cover paper work. I forget if he'll need his ARC, I guess so, maybe passport too?

If he crashes the car without the car being registered and insured there is only one place he's going.......

There was a foreign guy in my town that sold his car and left the country without changing the registration over. The new owners couldn't change it over without his presence, and it is forever registered to him. It's been resold a few times since and nobody ever pays the car tax on it. The taxes owed are probably in excess of the value of it, so I guess when the plate is removed, it will be abandoned.

Also, does anyone know if there is a way that you can not be present to transfer the car? Basically I need to leave on Monday and it doesn't look like I might not be able to transfer the registration by the time I leave. So can I:

Not be here when it is going to be sold. Just have the paperwork ready or something.
-or-
Give my friend a copy of my ARC (he looks vaguely like me) and have him "act" as me for the transferring of the car?
