Or do they expect that you will be able to get it soon after you come to Korea (3 weeks?)

IF you will be working you are legally required to have a valid visa at the time you enter Korea and begin work.

There are a few illegal workers who enter as a tourist and change their status by doing a visa run to Japan shortly after arrival.

I am not sure about the current status of changing a tourist stamp to F4 while actually in the country (ie - change your status B1 to F4 at a local immigration office rather than at a consulate outside of Korea).

I've read that it's a hassle trying to get F4 at a consulate because you have to mail things to Korea, whereas if you get F4 at Korea it takes all but 30 minutes.

Can you tell your recruiter "I'll have the F4 soon after I get there"?

If you want to be an illegal, migrant worker then yes.
How do you feel about Mexican and Central American workers in the States (cause that is what you will be when you are here).

Here is what recruiters want - the quickest and easiest way. Not for you for them. Having the F4 in your hand is often the easiest for a recruiter. Person has visa, they have to do nothing but match job with person. Heck an E2 would take more work, just F4 demand is not as high as E2 at times.

Heck if the recruiter can get away with getting you here sooner and maybe working illegally a short time, getting visa and then placing you in a job. Which if you are caught is nothing to do with them. They are happy to do that, too. Problem is if that 3 weeks becomes 3 months and more trouble then well you are breaking the first recruiter rule - what is the easiest and quickest for THEM.
