Yep. I participate in an English Speaking Club. 1 hour a week for the duration of the semester.

Mine was funded through the government in a program called "Creative Korea." I was one of six teacher's involved at my university.

In my 20 years of living in Korea I can tell you that Korean university students are great starters but lousy finishers. They think it's a good idea to get involved in these clubs to improve their English. But once they realize they have other more pressing obligations they will slowly drop off. So because of this drop-off the university has tied the program into some cross-discipline credit work with their respective departments.

It's great that you want to offer to set-up a club. Just keep your expectations low or you'll be disappointed.
