Are Korean public schools required to use a recruiter to find a foreign teacher? If I hear of a person who is leaving a school can I directly submit my resume to that school? |

Yes, you can. However, likelyhood of success is remote. They prefer to let recruiters to do the work of sorting out the candidates. |

They are NOT required to use a recruiter.
They prefer a recruiter to sort out the details since they are often not able or are unwilling to do so themselves.
It isn't their money so they are not worried about the fee.
10 years ago they would take you in a heartbeat. They used recruiters because there was no other way for them to find teachers from abroad.
Old habits die hard.
