Why are overtime rates in Korea so low?

The idea that overtime is worth a time and a half does not exist here.

I thought the labor law stated that overtime pay is time and a half.

It does but "extra classes" in excess of 30 per week don't constitute "overtime" in the eyes of the labor board.
