I was talking with a korean friend and she said if you have the national health insurance a simple dental cleaning should only cost around 15,000원. Is this true? Also can anyone recommend a decent place to get a cleaning in Seoul. Preferably in the Gangnam area?

Yes, it's true. A large percentage of ONE scaling per year is taken care of by the national health insurance plan. I'm not exactly sure of what the year, but it's not a calendar year. I read an article not too long about it, but I forget. I think the year ends at the end of April or the end of May - meaning that you could get one now (and insurance would kick in) and then get another one six months later, but then have to wait until the year period was up before you could get your third. I don't think I explained that very well, but hopefully you'll know what I mean.

Really now? I've been shelling out 80'000 for the things. Though oddly enough, some other procedures were dirt cheap. They even ground a bit off a tooth that was preventing my teeth from fully closing for free.
