Due to visa/immigration issues a Filipino citizen (someone applying who is holding a Philippine passport) is unlikely to get a job as an English speaking teacher regardless of their qualifications or English proficiency. The rare exception would be for a PhD/EdD holder.
A Filipino with those credentials who holds a US passport, on the other hand, would have no problem.
LEGAL options (defined as having the correct visa and permits) for a Philippine passport holder, in east Asia and outside of the RP, include the ASEAN block and some regions in China.
