I'm a newbie and need a straight answer. Do Korean public schools require Onsite TEFL and won't accept Online TEFL? I understand the teaching practicum is important thus only onsite classes are allowed.

It varies by region.
A minimum of a 100 hour TEFL/TESL/TESOL certificate is needed for NEW applicants wishing to work in public schools in Korea.
EPIK requires a TEFL with a minimum of 20 in-class hours. The remainder can be on-line.
Busan requires a TEFL with 60 in-class hours.
The "standard" by which most TEFL courses is judged is the CELTA, SIT or Trinity Cert TESOL which is composed of 120 hours that includes 6 hours of observed and critiqued practicum with real students.
