My wife is getting tired of having to do things for me ... And I'm getting tired of having to ask her to do things as well. I've lived in Korea for a few years and my Korean is decent. I attended Sogang, Yonsei and Ewha language schools and I'm about a level 3/4 out of 7/8 levels but it's nowhere near the level I need for errands or business communications. I'm considering hiring a personal assistant, I own a small business here as well, so running low on tasks shouldn't be an issue.
My question, has anyone had experience hiring a personal assistant outside of Korea who is fluent in Korean? From the Philippines or China perhaps. Most of what I need done is usually online, email or over the phone. There must be outsourcing abroad type agencies that do this, I cant seem to find any. |

If you want a Korean speaker who can communicate with you in English then outsourcing to the Philippines isn't going to work for you.
You MIGHT get lucky with someone in the ethnic Korean community around Tanjin but you'd need contacts to find them and for them doing work for you the great firewall of China can be a pain.
Good luck in your quest but your best bet would be a local university for a part-timer or 3.

Most Filipinos speak English pretty well, especially Filipinos that would be offering services as personal assistants. I've worked in the past with Filipino companies with no problems in communication, for printing, graphic design, video editing and some random things like banner printing and wood carving.
Side note, the Philippines is known in Asia for that, English is even like a first language for many Tagalog speakers. It's a big reason why even big corporations prefer the Philippines to China and India as far as ability.
I'm thinking of a student as a last option considering keeping one on a monthly retainer might be costly. |

ttompatz gave good advise. A university student will be your best option. |

Your requirement was for someone who could speak KOREAN better than you and still communicate with you in English AND be outside of Korea (outsourced from China or the Philippines because they are cheaper).

Not for an offshore English speaking assistant.
