Burning Cd-rs bigger than 700 Meg

Call me foolish, but I'm new to this actually having to burn big files to CD malarky, but I now have friends/ colleagues who wan't to borrow 'backups' of some of my films. I figured it would just be a case of buying some bigger CD-rs and burning just like a normal CD burn. However the 750 meg Cdrs that I have bought only show up as having 700 meg free, is this because the guy at Yongsan sold me some duff discs or am I doing something wrong. Any help would be appreciated as Google doesn't seem to know the answer.........
