You know when you check out and the clerk asks you if you have the cash receipt registered, and many people give their phone number then... How do you register for that?
I heard it didn't amount to much, but I just won some prize money, and they deducted 20% and told me the government will give me that back next year (yeah right...). But I think I have to register for this cash receipt system to get it back. Anyway, I'll be in Korea for a while so would like to register.

This is part of the NTS (National Tax Service) called a "Cash Receipt" (현금영수중) and signing up for it online at the "hometax" website is limited to Korean and complicated. Alternatively, you can call the NTS Helpline for Foreigners M-F between 9:30am and 6:30pm (except for lunchtime between 11:30am and 1:00pm) at 02-1588-0560 and they will direct you.

Mine's tied to my checking card and my electronic certificate. It makes it super easy as long as I'm paying with the card or via bank transfer on my phone or online using the certificate. I'm always laughing at the fools paying extra tax at tax time. I haven't had to pay extra in years and even got 250k back this year.

Ask at your bank, they can set you up. If you need to pay in cash, you can also go the Korean tax homepage (http://www.hometax.co.kr/) and get a card that they will mail to you that you can swipe after cash purchases that does the same thing.
