Does anyone know if there is a way to get a Canadian RCMP check stamped and notarized here in Korea. Normally in Canada you need to take it to the Korean consulate to Korean consulate to be stamped. I heard if you are in Korea you could take it to the Canadian embassy to do but not sure of that's correct. Any advice would b helpful. Thanks

Go to the embassy and swear an affidavit of authenticity and have it affixed to your CBC.

just wondering if the RCMP accepted scanned fingerprints from Korea or did you have to go through a third party in Canada to get them scanned?

I went through a third party - worldwide forensic services. I'm not sure if you can do it directly through the RCMP.
