Does anyone know how to email in the digital copy of national background check into the state department for apostille?

I know where to mail paper copies, but is there some way to mail in this digital copy? I am already in South Korea, so if I could email in the digital copy that would be great.

i feel like I have looked everywhere for days and had absolutely no luck figuring this out. I'm starting to become confused to whether or not it's even possible.
