In regards to E2 visa transfers, typically in the past my contracts have had dates starting on March 1st or 2nd but when I actually go in to get my transfer it's always been later, like the third week of March. I've never given this much thought before, but shouldn't it be technically illegal to be working there before I get my actual transfer completed? What's the ruling on this one? I mean, of course, there is the extra month on my visa after my contract finishes at the old place, but am I allowed by law to start working at a new place prior to going to immigration to get the transfer?

Legally, no.
You have to notify immigration of ANY and EVERY material change in your status of sojourn.

Working for a new employer briefly pending the transfer of your paperwork, while often tolerated is strictly speaking, illegal.
