Can one send the diploma for the Apostille directly to the Dept. of State, or does it HAVE to go through the state in which the diploma was issued?

Yes you can send the diploma directly to the Dept. Of State in Washington. Some people, like me, opted to send it through a channeler who got both the diploma and FBI done together in DC. Please please please don't let what happened to me, happen to you. Ended up getting my actual diploma notarized and apostilled with that service. Since the notarization fee was included I just assumed (like an idiot) that they would make a copy of my diploma. Nope, turns out I was supposed to get it copied and notarized beforehand. Oh well. If it does happen you could, hopefully, always order a duplicate diploma (like I did) from your UNI. Lucky me, they ended up giving me 2 copies of my diploma this time around. Smile
