I've read around that foreigners can't make a Paypal account
in Korea because you require a National registration number (ARC not accepted).
Is this still true?
I recently tried to create a paypal account and it gave me 3 options for ID to either submit a National Registration number, a Driver's license, or passport.
I have a Korean driver's license but that didn't seem to work. It didn't say specifically that it was the reason. It just wouldn't go to the next page after filling out everything, the message would just read: "Please check your information again" or something like that, so I'm assuming it's the ID part.
My other idea is this, if I was able to use a Korean citizen's national number (people whom I know), would I then have to fill out everything else with their information like their home address, mobile number or can I just use their number, but fill it out with my information?
Same goes with linking a bank account. If I used that person's registration number, when it comes time to linking my bank account, would it have to be that specific person's bank account or could I use my own (NH or KEB)? |

Don't waste your time. Paypal will block you from shipping to Korea. They're so stupid; why bother with it? I had to use my credit card to order online because the paypal wouldn't work. It's suppose to be set up to take off my card but to mask it with security features. All I can say is that paypal's got to get it's act together. |

Why would Paypal block you from shipping to Korea?
I have a Paypal account I set up while living here with my Korean credit cards and my shipping address on the Paypal website is for here in Korea and I have never had a problem with it.
Just used it again yesterday to pay for some stuff off Amazon not a problem. |

Yeah, I don't know. Maybe they smartened up decided to allow it again. Hadn't tried for a while. I had it linked to my TD Visa to keep my card details anonymous. In the end I had to order off Amazon by using my actual TD Visa info. Their stupid loss not mine. |

Yeah, that sounds weird. I've used Paypal to ship to Korea frequently for the last 14 years. |
