I live in Seoul. I have had mold twice in my apartment since moving in (5 months ago). My bed also got mold and I have to throw it out. I have had some pretty bad health side effects because of it (loss of smell/taste, burning/itchy chest, dizziness etc). I stayed in a jimjilbang for a couple of days and noticed my symptoms start to go away. I also know there was some sort of water damage that occurred in my apartment before I even moved in. I want to move out but there are fees in my housing contract I have to pay if I break the contract early. Is there some sort of department I can call so I don't legally have to pay the fees due to the apartment being a health risk?

It's between you and the landlord. What fees are involved if you break the contract? Odds are, if you can get someone else to move in, you can move out.

This is a health hazard. Get the landlord to strip and scub the place down, and to repair and repaint as needed...and it sounds like it'll need a lot.

How much time is left on your contract? If they won't do anything, pay whatever fees necessary and get the heck out.

What is more important to you?

Finishing a contract with a negligent employer (who should have made sure the housing was in good order)?

Or...

I checked with my some Korean buddies. Their order of things appears to be:

1. Directly approach your landlord (politely), show them the damage, and request repairs or to be let out of the contract early so that you can move and they can then make repairs. You can bring up the topic of legal action to give them a kick in the arse in the right direction.

2. If they won't do either, you can then contact one of the free foreign legal services and start action against your landlord. You'll want to be compensated for the furniture you had to scrap, and can go after any expenses you accrued as a result of not being able to live there. At the very least, you'll want to be released from the contract without penalty. In actuality, that's about the best you can hope for.

3. Or you can do what a lot of Koreans do and just take the loss, move out, and chalk it up to a lesson well learned.
