I'm planning to go back to the states if I can. But I got a B.A. In Korea.
I was wondering if there would be job opportunities in the states if I get a masters in TESOL with teaching certification in that area.
Would you recommend something else like mathematics? How competitive are public school or academy jobs in the states as opposed to Korea?

In many states there is a shortage of public school teachers.
Working in a public school means obtaining a teachers license (teacher certification course and often state or Praxis exams).
The "where" you received your undergrad is not relevant. Grad school (whether teacher certification or MA entrance) will require you to obtain a report on equivalency.
A masters in TESOL won't get you a license or employment in state run schools. You NEED to get certified as a teacher. Check the teacher's qualifications required state by state. There is no one-rule-fits-all. 50 states and 50 different rules.
