My apologies if this has been discussed recently (and if so, please feel free to point me in the right direction). I am thinking of returning to Korea this fall, so I thought I should get on the ball and get the criminal background check underway.
It's been a long time since I last did this (around May, 2011) so I want to be sure I remember the proper procedure, and I don't know if anything has changed in the last six years. I remember last time, I got fingerprinted and sent the card off for the background check, it came back about eight weeks later, and then I had to have the report apostilled in Washington, D.C.
I've gone ahead and have gotten my fingerprint card done and am ready to send it off. I'm not entirely certain how to proceed. First, I want to make sure I have the correct link--is this the correct one?

It's just that I don't recall it being called an "Identity History Summary" before (I believe when I last did it, it was just "criminal background check"), and I want to make sure it's the right one before I proceed. Also, I notice there are now two options: one, send it directly to the FBI, and two, Submit Your Request to an FBI-Approved Channeler. Again, I don't recall that option existing before. Does anyone have any advice regarding that? Finally, I remember that the processing time last time was 8 weeks. Now it's saying 12-14 weeks? Is that true?
It seems some things have changed since the last time I did this, so I wanted to be sure. Thanks for any help. |

This was on the last page of the 'E-2 Guidelines' sticky...
I didn't check the list on the website, but I know for sure that http://myfbireport.com/ can be used as I used that one in 2016 and it was the cheapest I found on the list with the fastest turnaround. Remember that the CBC does not have to be apostilled only the degree. For the degree check your state's website for turnaround time on apostilles because in Texas it was 10 days, so I got my CBC and around the same time since I sent the diploma off first.
Also, if you have yet to get fingerprints done for the CBC be sure to call your local police station. Turns out it was free to get my prints. |

Hi, sorry it took me a while to respond. I do have the fingerprints ready to send off. I did check out the website you referred me to, but I could not find anything about the price. How much does it cost? What is the turnaround time?
Also, I am very confused about what you mentioned about the apostille. When I did it back in 2011, it was definitely the criminal background check that needed apostilled and NOT the degree. So I am genuinely confused about that. |

I just tried getting fingerprinted at a district police station here in Korea (Guro) and got turned away. They said the rules have recently changed (?), and told me to call the U.S. embassy as they are the only ones who can (still) fingerprint an American.
I've always gotten prints done at a local police station without issue before.
Am I getting the run around here? Or have rules actually changed? |

Nonsense. Try a different police station.
Direct from the Seoul Consulate website: "U.S. Embassy Seoul cannot provide background checks or fingerprinting services, nor can the Embassy authenticate background checks or health certificates. Korean Immigration informed the Embassy on July 17, 2008, that they will no longer accept criminal records checks provided by an on-line service as some states and private companies are able to do. Korean Immigration will only accept an FBI criminal records check.
The Korean National Police Agency informed the U.S. Embassy on February 11, 2009, that any police station in Korea should be able to provide fingerprint services without charge. Please call your local police station to verify hours and procedures. You may have to go to another police station if your local police station does not have the necessary equipment or staffing. Please visit the Korean National Police Agency’s official website to find a local police station closest to your residence."
