OK...so, what is the proper information on this day, regarding the closer of private schools? Is it optional, depending on how many employees are on staff, or is it a mandatory day off?

Ask your boss. If it's a kiddy institute, you may not get the day off. Ask to be sure.

Talked with HR about that exact thing last week.

Legally speaking, it is not a mandatory holiday because it hasn't been changed in national law to reflect the current situation. With that said, voting in Korea is far faster than my experiences in the US (never voted for president here, but local/district stuff), so needing the whole day off is nice, but not necessary.

Nope..we do not get it off. We had last Monday off, though.
