Have you heard about 혁신학교? This is translated as "Innovation school". Some of your schools may be a 혁신학교 and you didn't even realize it. Apparently, this is an experimental program/approach for elementary schools. The main difference to 'regular' schools is the idea of implementing a "No rewards, no punishment" system. I'd like to hear some opinions on what you think about the pros and cons of a rewards system vs a non-rewards system are. I personally think it's an idealistic approach (like a Star Trek utopian vision of the future where humans will evolve out of greed, poverty, crime, selfishness, money, etc.).
