I was reading today in the Korea Times that SK president Moon wants to transfer over the "command" (of something like that) from America to SK sooner rather than later (they had planned 2020).

Does this mean that if NK attacks SK now that America is in charge and SK military takes orders from American military? Does changing over the "command" mean that SK military is in charge?

If they changed over the command the American soldiers would obviously not be packing up and leaving anytime soon. So then how exactly is it determined just how much support America gives SK in the event of a war?

America is supposedly bound by treaties to protect SK, could Trump issue an executive order to veto that? What would the process be for America to look the other way?

During peacetime, SK controls its own forces, or at least that has been the case since the mid 90s.

Currently, during wartime operations, the US exercises control of US and Korean forces.

If wartime command were to transfer, it would regard Korean forces only. The US would not relinquish wartime control over its forces.

In terms of support, you may be referencing the US-ROK Mutual Defense Treaty, which as been in force since the end of the Korean War.
