The Nodong bu is your first port of call, in the district, or Seoul city"Gu" in which your employer is located... this may indeed mean the home suburb of your employer if they closed the school.
There is one Nodong bu in every Gu, or outside Seoul one in every satellite city... or "Shi".
A Korean speaker will need to help you to fill out the form which is basically a statement of claim, though at this stage no actual money amount is to be specified. There were no English speakers in the Suwon shi Nodong bu office.
It is a government agency.
It costs nothing to lodge the form and then you wait ten days whilst they contact your ex-employer. I appreciate that this period is over the normal time you're allowed to stay in Korea after having finished work on an E2 but the visa extension and extra accomodation you'll have to figure out are your problem.
After they contact your ex-employer they will then contact you with a meeting date to be held in the office you lodged the form. You and your employer must attend and agree a payment amount and schedule.
That is my next stage.
I waited 2 months and 28 days to lodge the form, your limit being 3 months from the time you finished work. All the while my ex-employer sat on his chuff claiming poverty each time I rang him.
