I've been in korea for some time now. Know my way around, etc. Know about much of the law, hakwon routines, etc. and usually can get an answer to my question(s). However...
went to the NTS (National Tax Service) the other day. I wrote on a piece of paper what I wanted.
Piece of paper had written on it the following:

My ID number
Name
Monthly pay each month
What country I'm from
Marital status
Deduction info
I'd like to know how much tax I have to pay each month based on the above information.

Me to the clerk: Could you please read this and answer these questions. (Clerk reads the paper...I thought!)
Clerk: What is your name
Me: I'm dumbfounded! Refer to the paper!
Clerk: What is your ID number.
Me: HELLO! Wake up! Info is on the paper.
Clerk: Oh, sorry.
Clerk: Where are you from?
Me: Mars.
Clerk: Where is Mars?
Me: Forget it. .....refer to the paper.
Clerk: I'm sorry, I don't know how much tax you have to pay each month. You have to ask your employer.
Me: HELLO! Is the the Tax Office?!
Clerk: Yes it is.
Me: Well, why is it difficult for you to tell me how much tax I have to pay based on the info I gave you.
Clerk: Because your employer might provide us with a different figure amount of money you make because they want to save money!!! So I don't know your tax rate!
Me: OK then..let's say this for example....if I earn this amount of money EVERY month, what would the tax be if my employer reports the exact amount?
Clerk: I don't know but all foreigners in korea pay between 9% and 36% tax each month. So, you will pay this amount.
Me: What amount?
Clerk: Between 9% and 36%.
Me: I thought it was 3.5% to 6% each month?
Clerk: No. No foreigner pays less than 9% every month.
Me: I want to talk to your boss. Get the manage please.
Clerk: I'm sorry, he speaks no English.
Me: Neither do you. So...what's the difference! Him or you! Get the manager please. Now. Today. Not tomorrow please.
Clerk: OK.
Manager comes.
Me: Hi! How are you Mr. Manager!
Manager: I'm 46 years old!
Me: Have a nice day and I walk out!

Anyone know the tax rate? Over the years, I read on this site that it's 3.5%-4% and some pay into the pension system and some don't.
Straight answers anyone?

It sounds like the clerk was really flustered because she had to speak English. I had a number for the national tax office, and a guy who dealt with foreigner's enquiries there. I'll see if I can find it again.
