Some countries, such as Japan, Korea, Denmark, Norway, and Sweden have "automatic" promotion policies for elementary education meaning that no students are retained; for Japan the automatic promotion policy applies to secondary education as well.

yes. in public school here, the lowest grade a student can receive is a C and no students are left behind.

It is true every body is advanced. (I think there is a joke in there.) Where the system works in when students get assigned to middle school when finishing elementary school, and then when the middle school school student gets assigned to a highschool when finishing middle school. That is why it is making the news that universities can start giving credit where credit is due to the quality of the highschool when granting admissions. Most parents are upset about this becuase junior most likely got advanced along and is in some industrial highschool but wants the same treatment as the kid in the science highschool.
