Why not turn the old Seoul Station into a homeless shelter?
Economic Slump Produces More Homeless
The number of homeless people has been steadily rising ...Notably, those in their 20s and 30s are increasingly seen sleeping in subway stations.... Many of the homeless are alcoholics, so they don't want to risk their freer lifestyle by entering the shelters, according to experts.

I'm not sure how popular a homeless shelter would be, I read somewhere that

The place was a de-facto homeless shelter anyway before they opened the new wing. And most of the subway station serves this purpose, so, yeah, why not? |

That would be a great idea and at least offer some uniformity regarding assistance for the homeless.  |
