Often, overseas travel agents require passport Id (scanned ) and signiture of card holder from foreign Country. The perosn trying to organize the ticket will often not have this available and will send through an incomplete application(credit card number but not enough).
But anyway, you should wait for them to correct it if they have agreed to buy the flight.
If they need you to teach they will sort it out.
Or you can use a local Korean travel agency (in your Country), they always seem to cut the necessary corners.

All the agents I dealt with previously just faxed through an authority for the card holder to sign and fax back and the director's credit card was billed accordingly. Smile
