Is an E2 possible when working for an outsourcing company???

My friend who doesn't have a Handle yet just got a job with a company that outsources and said they can give her an E2. Is this possible even though you are teaching at various locations throughout Busan?

I was unsure but I know there are Immigration experts on here!
