I just got my passport back from the Korean Consulate in Vancouver and they did place in it an E2 Visa...however the expiry date is in February 2005! Maybe I am confused, but shouldn't the visa be for one year??

if you look closely, the stamp will specify a '1 year' visa.

you have 3 months to apply for alien registration at the immigration department.(Feb.2005)

It'll expire if you don't enter Korea and get it "activated" by February 2005. Once you enter Korea then your one year will begin.
