You can sign up at my blog sight. It's free, in English, you can post pictures, and it's powered by b2evolution.

umm blogger is in English for me. I think you need to add English language to your browser.

If it is your computer and you can download stuff go to
www.getfirefox.com
and download the English language version of the Firefox browser.

But even that won't change the website from displaying in Korean. Are you actually going to www.blogger.com? Sometimes, websites detect where you are automatically and change the language to reflect that. A quick way around this that often works is to look at the URL (web address) for the site in your browser address bar. It often contains a tiny two letter language code e.g.
en = English
jp = Japanese
ko = Korean

here's an example from my Hotmail account inbox where I've changed the lan guage to Korean:
http://by17fd.bay17.hotmail.msn.com/cgi-bin/blah blah blah..._lang=KO&country=UK

All I have to do is replace the "KO" with "EN" and reload the page (hit F5 for a quick way to do this) and bingo, I've got english.

Why don't you try that.?
