Hi, I want to buy a computer for internet use, and I have two questions:

1. I've been told that sometimes ISPs can't connect computers in old, ghetto-like apartments like mine. I have no phone line and no cable TV. Is there any way I can get an ISP to come over and check it out before I buy a computer?

2. What ISP and billing plan offers the cheapest way to get online? I don't need a superfast connection, just a flat rate monthly plan. I also don't want to sign a year contract. Phone numbers of ISPs would be helpful as well.
