A Death Sentence for Mega Projects?
Of the two years and seven months since the project started, one year and ten months have been wasted with studies. Losses are estimated to reach W2.5 trillion (US$2.4 billion) - all the people's tax money, of course. Ji-yul and environmentalists worry that once a 1.3 km stretch of the tunnel has been dug, a score of wetlands on Mt. Cheonseong will dry up. Two environmental impact studies have found the concern to be ungrounded. The judiciary sided with the government in the first and second trials.

Were the W2.5 trillion the nation stands to lose diverted to the 14,000 juvenile householders, the 1.42 million citizens receiving social support and the 240,000 single senior citizens, how many hot meals would they be able to enjoy?

It would be even worse if the study reached a different conclusion. What would happen to the government's credibility? What, moreover, would happen to the tunnel project, of which 195 m have already been dug? And more generally, what would happen to the country if any project stalls whenever someone persists in their protest? No struggle, however justifiable, can stay above law. The government must make that clear, and the environmentalists must accept it.

Did anyone ever propose diverting the money for those purposes? Does anyone really believe the Chosun would support such a course of action?
