Just arrived two days ago and upon inquiries regarding opening a bank account, phone service, and using internet was replied that some sort of foreign identity card was necessary. I was told that it usually takes about one to two weeks to recieve. My school has been upfront with me about everything, so no fears there, but what is the deal with this, and is it really true that I cannot use the internet until this is acquired?

Remind your boss that you've got to be taken to the immigration office to pick it up. Alien registration card.

Normally you can get your telephone/internet service connected with your passport number. I don't know why they refused you until you get your Alien Registration Card. For some reason your local service provider wants you to wait.

That being the case, #1: urge your boss to get you down to Immigration as soon as possible and #2: start going to PC banhgs for internet until you get hooked up at home. How to find a PC banhg: walk out your door and look up at the second story of all the buildings around you. There is a 99% chance that there will be one in view. Some places have as many as 3 or 4 within view.

A passport was sufficient to open a bank account at KB in my case.

Inside your passport there should be a little paper that says you are required to register as a resident alien within 90 days. The paper should have a list of phone numbers for the various offices at which you can register.

Make your life easier and just get it. Be aware they will want to keep your passport for a few days while they make the card, so prepare for that circumstance.

I opened an account at Woori with just my passport. (Get your whitey wrangler to go with you of course.) Most schools will put the phone/cable in their name and then arrange so the bill is paid out of your account. Some schools might have been burned big time by this, teachers racking up huge debts, and might not want to do it now.

You don't need your card until you've been in country for 90 days. After that you'd better carry it with you at all times (not doing so could be illegal).

Internet, phone etc was all set up for me when I arrived so I didn't need to worry about it, theyre all in other peoples name (they are trusting!)

You need your ARC (Alien Registration Card) to activate your medical insurance. Secondly, if you don't register with immigration within the 90 days your E2 Visa will be canceled. It is something you HAVE to do.
