where are the used cell phones there?

I have a friend who got a used phone there. She said they don't display them because they'd really rather sell you a new one, but if you pester them enough they'll pull some used ones out from under the counter. She said some places might legitimately not have any, but she got one at the third place she tried or something so a fair few must. Not sure if she had Korean-speaking help along or if she did it in English.

Dude, on the handphone floor at TM they are EVERYWHERE. Most stores (more along the edges of the floor) have them mixed in with the new ones. Check along the perimiter of the floor.

Generally, the smaller shops are the ones with the used phones. The massive KTF and SK stores with the nicest storefronts don't often have much.
