Do C-4 visas need to be issued in a different country or can they be issued in Korea. This is for someone who is coming here to do a summer camp, but wants to come now and the school won't have the paperwork ready for a while yet. Could one come now on a tourist visa and hang out for a while and then get the c4 visa processed a month later?
