The last phrase of the story is truly shocking in my opinion.

Province Dismisses Principals over Gang Rape Scandal
The Education Office in North Jeolla Province has dismissed two school heads over the repeated gang rape of an Iksan schoolgirl by a group of boys from other schools.
The office dismissed the principals of the victims and one of the offenders schools and asked the board of directors of a private school another offender attended to take disciplinary measures. The office will also punish the head of discipline at the victims school for not reporting the incident to his superiors.
Eight students from six middle schools in Iksan raped the girl, 15, at her house four times between March and August 2004. The police arrested six of the offenders this month and sent two who were under age to the juvenile crime division.
"The victim ran away from home for a month after being subjected to the gang rape and transferred to another school after coming back home, the Education Office said. We have taken disciplinary measures against the principals and teachers in charge of the schools for not dealing with the matter appropriately despite being aware of the incidents.
