Degree certification (refresh my memory please)

As I recall, prior to my first trip to Korea I had problems getting my degree certified. I went to the Korean consulate with my original degree and asked them to copy/stamp it for me. The girl told me that I had to get a lawyer to certify it first. So I went to a lawyer and got him to copy/certify it. Upon returning to the consulate, they said that I had to get the lawyer to stamp my actual degree saying it was true. I had no intentions of messing up my degree with a layers stamps so I just shipped the actual degree to my school in Korea.

Should I have had these problems or did I just run into someone at the consulate that didn't know what they were talking about?

In the U.S., all I did was take the original and a few copies to the town clerk. (They're notaries and they're free.) I attested to the degree's authenticity with the notary as a witness. Then I brought the original and the notarized copies to the consulate in Boston where, for $3 or $4 apiece, they certified a few copies.

The original was unharmed.

I had to send the original degree, degree copies, copy of my passport, a return envelope and money (about $3 per notorised copy). I had them back within 4 days no worries.
